Developed by the Ministry of Labour and Employment, the e-Shram portal is built to create a national database of unorganised workers, which is seeded with an individual’s Aadhaar. The data includes details of name, occupation, address, educational qualification, skill types and family details etc. for understanding their employability and extending the benefits of the social security schemes to them. It is the first-ever national database of unorganised workers including migrant workers, construction workers, gig and platform workers, etc.

The main objective is to create a centralized database of every construction worker, migrant worker, gig and platform worker, street vendor, domestic worker, agriculture worker etc, which will help to implement the social security services to them and share their information with various stakeholders for delivering the welfare schemes.
The next objective is the portability of the social security and welfare benefits to the migrant and construction workers and providing a comprehensive database to central and state governments for tackling any national crisis in future.

Who can register in e-Shram portal?
Any individual with the following conditions can register on the portal:
a) An unorganised worker. An unorganised worker is any worker who is a home based-worker, self-employed worker, or a wage worker in the unorganised sector.
b) Age should be between 16-59 years
c) Not a member of EPFO/ESIC or NPS
What is required for registration?
An individual must have these three pieces of information to register on the portal:
a) Aadhar number
b) Mobile number linked with Aadhaar. If a worker does not have an Aadhaar linked mobile number, he/ she can visit the nearest CSC’s and register through Biometric authentication
c) Savings bank account number with IFSC code

The application for the e-Shram card can be made through the CSC (Common Service Centre) or the e-Shram portal. The eligible persons can visit the nearest CSC centre and apply for the e-Shram card. They can locate the nearest CSC centre on the e-Shram Portal by entering the state and district for applying for the e-Shram card.
The process of filing the application for obtaining the e-Shram card online is as follows:
- Visit the e-Shram portal (Self-registration page).
- Enter the Aadhaar linked mobile number and the captcha code and click on the ‘Send OTP’ button.
- An OTP will be sent to the mobile number. Enter the OTP and click on the ‘Validate’ button.
- Confirm the personal details that appear on the screen.
- Enter the required details, such as address, educational qualifications, etc.
- Select the skill name, nature of business and the type of work.
- Enter the bank details and select the self-declaration.
- Click on the ‘Preview’ option to verify the details entered and click on the ‘Submit’ button.
- An OTP will be sent to the mobile number. Enter the OTP and click on the ‘Verify’ button.
- The e-Shram card is generated and displayed on the screen.

The unorganized worker having an e-Shram card will get the following benefits:
- A pension of Rs.3,000 per month after attaining 60 years.
- Death insurance of Rs.2,00,000 and financial aid of Rs.1,00,000 in the case of partial handicap of a worker.
- If a beneficiary (worker in an unorganised sector with an e-Shram card) dies due to a mishap, the spouse will get all the benefits.
- Beneficiaries will receive a 12-digit UAN number valid throughout India.

- Q1. Who are unorganized workers?
- Any worker who is a home-based worker, self-employed worker or a wage worker working in the unorganized sector and not a member of ESIC or EPFO, is called an unorganized worker.
- Q2. What is unorganized sector?
- Unorganized sector comprises of establishment/ units which are engaged in the production/ sale of goods/ services and employs less than 10 workers. These units are not covered under ESIC & EPFO.
- Q3. What is UAN?
- Universal Account Number is a 12 digits number uniquely assigned to each unorganized worker after registration on eSHRAM portal. UAN number will be a permanent number i.e. once assigned, it will remain unchanged for the worker’s lifetime.
- Q4. I am unable to connect to the helpdesk number – 14434. What should I do?
- In case you are unable to contact short code helpdesk number 14434, you may also try the 10-digit number as provided by the CSC
- Q5. Are there any income criteria?
- There are no income criteria for registering on eSHRAM as unorganized worker. However, he/she should not be an income tax payee.
- Q6. Are there any eligibility criteria to register in eSHRAM?
- Any worker who is unorganized and aged between 16-59, is eligible to register on the eSHRAM portal.

After registering, he/she will get an Accidental Insurance cover of 2 Lacs under PMSBY. In future, all the social security benefits of unorganized workers will be delivered through this portal. In emergency and national pandemic like situations, this database may be utilized to provide necessary assistance to the eligible unorganized workers.
- Q9. How unorganized worker can get register on eSHRAM portal?
- An Unorganized worker may register himself/herself through visiting on eSHRAM portal or through assisted approach by visiting nearest CSC’s.
- Q10. Is there any charge the worker must pay for the registration in eSHRAM?
- Registration on eSHRAM portal is free. Workers are not required to pay any charges to any registering entity.

- No. Bank details are being captured to ensure hassle free delivery of benefits under social security schemes or any benefits by the Central/State government directly to the worker’s account.
